Our History and Mission

El Concilio of San Mateo County (ECSMC) is a non-profit, community-based organization incorporated in 1980, is committed to increasing education, employment and access to quality of life services to underserved communities in San Mateo County. It has responded to the well documented racial and ethnic health and education disparities that include all underserved, low-income, non/limited English speaking communities through its programs.

Our Priorities

Community Health, Wellness, Individual and Family Services

Individual, family & community health and social services, using the principle of physical, mental, and spiritual health. Using these principles as a Safety Net provider from 2004 to 2018, its impact was made in its emergency provisions servicing East Palo Alto and Menlo Park; in partnership with San Mateo County's Fair Oaks Family Health Center, Nuestro Canto de Salud was formed to provide chronic disease management/prevention between 1995 and 2015, through a multi-disciplinary team comprised of Promotores, Community Health Workers, Nurses, and Dieticians . El Concilio has remained committed to these principles.

Environmental Impact

Decrease negative environmental impacts caused by high-energy use and limited water supplies, and promote the positive impact San Mateo County communities can have to ensure a clean and healthy planet through energy/water conservation education and free or low cost home weatherization and energy efficiency upgrades.

Consumer Protection and Awareness

Consumer education, rights, resources and protection through outreach, education, resolution of issues in telecommunications for victims of marketing abuses.

Energy education & installation management

Customer education on conservation and necessary installs, including minor home repairs.

Education and Employment

Education and Training Opportunities. Provide entry-level educational opportunities to health and human service occupations, empowerment, and social enterprise/entrepreneurship.

Empowerment, and Social Enterprise/Entrepreneurship

Non-profit incubator without walls that served as fiscal agent for Margaret Cruz Breast Cancer Foundation, Barrios Unidos, San Mateo County Chamber of Commerce, Latino Community Leaders of Redwood City, Latinos Preparados, Chicana Foundation and Gente La de Ambiente (Gelaam).
